Could changes to home day care rules drive some Virginia caregivers outside the law?
In 2012, the state started ensuring in-home child care businesses follow local zoning laws. But requirements vary widely from city to city, causing confusion. Chesapeake is considering a controversial move: eliminating larger home day-cares or limiting how many kids they can take.
The danger, according to child care providers: If the rules get too confusing, some in-home day cares may go underground.
“Anytime they come up with new rules or regulations, the funny thing is it only affects the people who are actually operating within the law,” Young said.
